KOMA-Script is released under the LaTeX Project Public License (LPPL), version 1.3c. The LPPL is a free software license designed specifically for LaTeX packages.
What the license allows
You may use KOMA-Script privately, in research and commercially. You may pass it on, on its own or as part of a collection. And you may modify it, as long as you follow the terms of the LPPL.
What to keep in mind
Modified versions have to be distributed under a different file name. That is the only way for users to tell whether they are looking at the original or at an altered version.
When passing it on, the license file has to be included, and the authorship information has to be preserved.

Markus Kohm as maintainer
Markus Kohm is the maintainer of KOMA-Script as designated by the LPPL. Changes to the original are only permitted through official releases by the maintainer.
